As part of the eRDL45 PLDT Inc. and PLDT Inc. Domestic Submarine Cable Project Area 1 (DSCPA1), comprehensive permitting support has been extended to cover both Local Government Unit (LGU) permitting and Environmental Compliance Certificate (ECC) permitting requirements. These are critical regulatory processes that ensure legal compliance, environmental protection, and smooth execution of construction and cable-laying activities.
Support was provided in coordinating with the concerned Local Government Units to secure the necessary clearances and construction permits for the establishment of Beach Manholes (BMHs). These permits are essential prior to any civil works at the cable landing sites, as they authorize excavation, construction, and related activities within municipal jurisdictions. Close coordination with barangay, municipal, and provincial authorities also ensures compliance with local ordinances and fosters community support for the project.
In parallel, assistance was extended in securing the Environmental Compliance Certificate (ECC) from the Department of Environment and Natural Resources (DENR). The ECC process involves the submission of environmental impact assessments and management plans to demonstrate that the BMH construction and submarine cable installation will adhere to national environmental standards. This includes mitigating potential impacts on the coastal and marine environment, such as sediment disturbance, marine ecology, and shoreline stability.
Through proactive support in both LGU and ECC permitting, the project ensures that all regulatory, environmental, and community requirements are met ahead of implementation. This not only guarantees project compliance but also minimizes risks of delays, paving the way for the successful construction of beach manholes and subsequent submarine cable works under the eRDL45b and PLDT DSCPA1 initiative.
